Your filters are probably too constraining, check the filter settings (Explore Preferences in the top right of the Explore screen), expand your preferences and try again. “The Universe” provides you with matches from all over the world.
There is also a possibility of a problem with your internet connection. Please check your internet connection and if that doesn’t solve the problem try to log out and log in again.
